National Regulatory Rulings July 3-9

HISA released its weekly roundup of integrity and safety rulings, highlighting several medication violations and crop rule infractions across multiple racing jurisdictions.

John E. Salzman received a $500 fine and 1.5 penalty points on July 8 for a Class C controlled substance violation involving Had to Have Him during the May 16 race period. HIWU’s final decision also included disqualification of race results and forfeiture of purses, though the horse did not start that day.

Trainer Jonathaniel Badillo faced more severe penalties after admitting to Capsaicin—a Class B controlled substance—violations in samples from Spotten Bull. The horse’s wins at Parx Racing on May 21 and second-place finish on May 28 resulted in disqualifications, a $1,000 fine, 2 penalty points, and a 7-day ineligibility period beginning July 4.

Lynn B. Chleborad admitted to a Class C controlled substance violation involving Count de Monet during the May 17 race period. The trainer received a $500 fine and 1.5 penalty points, along with standard disqualification penalties, though the horse did not race that day.

Several pending medication violations were also reported. Trainer Marcus Vitali faces a pending case for Ibuprofen and Flunixin—both Class C substances—detected in Freedom Empire, who won at Turf Paradise on April 24.

Timothy Murphy has a pending violation for Phenylbutazone in Lookin’ Super, who finished fourth at Finger Lakes on June 9.

Howard Rubin faces a vets’ list medication violation for Phenylbutazone and Dexamethasone in Lucky Diablo from a May 30 sample.

Carlos Sedillo has a pending case for possession of Levothyroxine, a banned substance, from March 6.

Crop rule violations were reported at multiple tracks. At Horseshoe Indianapolis, Mitchell Murrill received a $250 fine and one-day suspension for a July 3 violation.

Los Alamitos reported two violations on July 4—David Cohen received a $500 fine, while Armando Aguilar faced a $750 fine and three-day suspension.

At Thistledown, Luis Antonio Gonzalez was penalized with a $250 fine and one-day suspension for a July 3 crop rule violation.
