
HISA announced this week’s roundup of Horseracing Integrity and Safety Act rulings from across the country, including several medication violations and crop rule infractions.
The rulings were reported through HISA’s rulings portal and the Horseracing Integrity and Welfare Unit’s (HIWU) case tracking system.
Trainer Kelsie Calvo received a 15-day suspension beginning December 3, 2025, after Tramadol — a class B controlled substance — was detected in a sample from her horse Chica Chula, who finished sixth at Mahoning Valley on October 22. The ruling includes disqualification of race results, forfeiture of all purses, a $1,000 fine, and 2 penalty points.
William Blair accepted a 7-day suspension starting December 3 after two medication violations involving Dexamethasone, a class C controlled substance. The violations occurred in samples from Ce La Vi Charli, who finished second at Churchill Downs on September 19, and Lunar Module, who placed third at the same track on September 21. Blair’s penalties include race disqualifications, purse forfeitures, a $1,000 fine, and 1.5 penalty points.
Owner Carrie Jo Robertson faces a 60-day suspension beginning December 3 for failing to cooperate with HISA/HIWU under the ADMC Program Rules. The case involves Robertson’s horse Witsec, which previously tested positive for Phenylbutazone after finishing second at Will Rogers on April 14. Robertson allegedly failed to repay the purse following disqualification. Her suspension would end upon repayment of the purse, at which point $4,500 of her $5,000 fine would be waived.

Trainer Elisha May Perez faces a pending veterinarians’ list medication violation after Acepromazine — a class B controlled substance — was detected in a sample from Malibu Knight on November 3.
Tareq Moubarak has a pending vets’ list medication violation for Ranitidine found in a sample from Neural Network on November 2.
Brian Cook faces a pending vets’ list medication violation after Flunixin was detected in a sample from Mia Vita on October 31.
Anna Decker has a pending medication violation for Methamphetamine — a banned substance — found in a sample from Sargeant Gump, who won at Belterra Park on August 28.
Veterinarian Dr. Donald J. McCrosky faces a pending violation for allegedly trafficking in banned substances Testosterone and Glaucine on August 19.
Churchill Downs reported two crop rule violations: Jockey Amir Mendoza received a $500 fine and one-day suspension for a November 28 infraction, while Tyler Wayne Bacon was assessed a $1,000 fine and two-day suspension for a violation on November 27.
