Second Annual Investigator Exchange Travels to France & England

Racing Investigators Set for Second Annual European Exchange Program

A contingent of U.S. racing investigators will embark on an intensive two-week tour of France and England beginning June 21, continuing the international integrity initiative launched last year.

The exchange program, organized by the Organization of Racing Investigators, will connect American officials with their European counterparts to share best practices on racing integrity issues. Jason Klouser of the Pennsylvania State Horse Racing Commission will lead the delegation, with local coordination from Samuel Fargeat in France and John Burgess in England.

Last year’s inaugural exchange included visits to Ballydoyle in Ireland and coincided with Royal Ascot.

The itinerary begins in Paris where the group will meet with officials from France Galop and Le Trot before touring prestigious facilities including Haras de Beaumont stud farm and training centers at Chantilly Racecourse. The U.K. portion includes visits to Epsom Downs and Windsor Racecourse, along with meetings at British Horseracing Authority headquarters.

Seven investigators will participate in this year’s exchange:

  • Kassandra Creed – Keeneland
  • Anne Dillon – California Horse Racing Board
  • Juan Carlos Estrada – Arizona Department of Gaming
  • Mike Keyser – Keeneland
  • Robert Martin – Parx Racing
  • Mike Singletary – The Maryland Jockey Club
  • Kara Vesci – New Jersey Racing Commission

The program has secured sponsorship from several industry stakeholders including Breeders Cup, Hanover Shoe Farms, Keeneland, Parx Racing, Pennsylvania Thoroughbred Horsemen’s Association, The Maryland Jockey Club, and the Racing Officials Accreditation Program.

The exchange represents a continued commitment to international collaboration on racing integrity — building upon relationships established during last year’s European tour.
